Help with key item *spoilers* in PS2G2

[ShiningBowie]

Help I can't find the *spoiler alert* Polymetryl. *end spoilers* any guide i have come across online has described the process vaguely and i feel like i should have completed the requirements but i am not able to buy it yet.

Greetings have you done the Motavian ring quests to speak to Motavians. Have you spoken to all in zema before speaking to enos. Have you went to east and west Roron dump and spoken to all Motavians there and heard them saying if there is easier way to harvest Laconia from the scrap dumps

I was mislead by the guide that said "I hope you have a polymithril with you!" into thinking that it should be accessible before my first trip to Ruron. Then i went to north Ruron just to be safe and talked to the last motavian in the basement who activated the event. Thank You!
