I was talking to a friend of mine about this. I think Rune was the one who said yes, just to raise Alys' ire. Here's how I figure it happened. One of two possibilities.
Grandfather Dorin was being extorted by Alys (as she seemed to be doing incessantly to Hahn) so he needed a way to get the money and maker her life miserable at the same time. What better way than to get her measurements? So he hires Rune to find them out any way possible. Rune, having known Alys' temper and cruelty when in bad situations, hires a kid in secret to steal some of Alys' more private garments. He gets away with it enough times by stealing them from a clothesline, and the information trickles down. Dorin figures after a while when Alys hasn't discovered it was him, wants to see if there was any change, and wants an update. This time, the kid gets caught (turns out to be Chaz... it says she found him not having a future in the book... he sure wouldn't have a future if she caught him!) so Chaz in fear of his life says he'll show her who hired him. Chaz stays out when Alys goes in, and Rune is met. Busted. Rune in turn refers her to Dorin, who had by then sold her measurement information enough to pay her off. The damage was already done, however, and no amount of beatings would remove it.
The other possibility is the same concept of Dorin owing her money, and she 'gave' him the measurements for him to have a custom armor made from their titanium refinery. Instead of making it, he sold the info and paid off his debt to her, and Alys was never the wiser until the day you wander in and he mentions it.
In any event, this would be why so many people and hunters are so familiar and/or smitten with her.
