Why you should vote for Rolf:
Rolf is in your party the entire game, meaning he likely is at a higher level than your other characters (besides Nei, who essentially gains half levels). This makes him very valuable in itself. He can also wield powerful swords, including the Neisword, and CHST armors (which isn't as strong as full armor, but still provides very good protection). His techniques also are very diverse and helpful, including Megid, which he learns at level 35. Rolf is quite possibly the most complete and versatile character in the entire series.
Why you should vote for Wren:
He has a lot of HP, can take a lot of damage, and can use guns, including some guns that hit each enemy. He's, in short, a tank. Like his PSIV counterpart, putting him in the front of your party to absorb the most hits is certainly helpful. While melee techniques aren't particularly useful in PSIII, he does learn them, and they can help in certain situations. The protective equipment that he can equip is very heavy and offers excellent protection. As he is around for the entire game, he is quite useful in getting your second and third generation characters up to speed at the beginning of their quest.
