Phantasy Star Generation 2 Stealing Mechanics

It seems that Shir's stealing works differently in Gen 2. She has to be at level 20 I think (confirmation would be nice but it would make sense with the new leveling system). More notably she steals an item that a shop actually sells instead from a set pool. To test this I had her steal from the weapon shop in Paseo and got a Needle Gun and Knife. I then had her steal from the one in Arimaya and she took a Dagger and a Shotgun.

I can confirm she steals at level 10 and so far you are right she steals what is in the shop rather than random items. Good to know!
