A big difference. The OS is a major software component. It's what handles communication with the hardware. Those interfaces are going to be different, drivers are going to be different, etc.
A game developer can still (if chosen so) to design a game for another OS. Like you said, the OS communicates with the hardware and your hardware will decide whether or not it wants to talk back.
