You can find a Talis from De Rol Le in Hard mode, all IDs and Mahu from him on VHard.<p>Your ID card can be found in Ultimate mode.

I've never gotten anything from De rol Le.<p>Just an atomizer or meseta or nothing at all...I think I kill it too fast.

Speed has no relevance on GC, I'm not sure about Dreamcast. The odds are:<p>Talis - Hard, De Rol Le, 1/18 - all IDs<p>Mahu - VHard, De Rol Le, 1/11 - all IDs<p>Mahu can also be found in other areas on some IDs.
