An NPC in Lashute says that they needed "Rhys to bring Satellite back". They obviously couldn't go all over the Alisa III with the entrances blocked off, but what they possibly could have done is messed with the weather control system. Seeing as Rulakir is a pilot (as mentioned by an NPC in Divisia Castle in Gen 3), he likely had a very good understanding on how things worked, enabling him to screw with Aquatica's weather.
They figured that someone from Aquatica would have to go to Aridia to fix it, and that they'd need an Orakian to do it. So, Lyle unwittingly became their pawn, though he had his own plan for bringing Aquatica back to normal. With his cousin Maia having mysteriously lost her memory, Lyle figured he could get her into Landen, where she'd probably end up falling in love with an Orakian, at which point Lyle could swoop in, bring her back to Cille, and try to manipulate that Orakian into fixing the weather control tower. When the Orakian in question turned out to be the prince of Landen, he got the best possible result from his plan. He was able to subtly direct Rhys toward the weather control tower. At this point, Lyle may or may not have intended to just go back to Shusoran, but he seemingly took a liking to Rhys and decided to stay with him to see what kind of a person he was (or, alternatively, his plan was simply to sabotage Rhys's attempt to get to Maia). Either way, Rhys was nothing like Lyle expected an Orakian to be, shattering the misconceptions that Lyle had about Orakians in general. At some point between his meeting Rhys in the weather control tower and their trip to Shusoran, Lyle decided to actually aid Rhys in his quest.
