I think Zio is an interesting villain - perhaps he previously believed the world was awful and must be destroyed and Dark Force simply thought he was a worthy candidate. He clearly has some understanding of preaching since he garnered a huge amount of support in Kadary, so clearly he was doing something right rather just being evil for the heck of it.
