Rudo is just so valuable. When you're on Dezo and fighting yet another robot with ridiculously high defense, you want Rudo. His armor piercing guns are just so good compared with everyone else. Kyra, as I said in her matchup with Amy, is good, but very replaceable. You don't lose much when you lose Kyra, put it that way.
Rudo for the win.

Yes Rudo is vital as there are too many party members in PS2 that suck at dealing non magic damage.
Kyra does hit everyone though all the time, but Rudo is usually who wins fights so he gets my vote.
