"How does Shir get back to Paseo when she steals something on Dezo, when the last remaining spaceship is still in the Skure spaceport?"
This is a question that Phantasy Star II players have been asking for a quarter of a century. I am about to answer that question.
Shir, being a thief, and Tyler, being a space pirate, have common interests. They also both seem to be very impulsive and not the type of people who want the "shackles" of a committed relationship. So, my theory is this: Shir and Tyler are "friends with benefits". Shir randomly decides that she wants to meet up with Tyler and have sex, so she waits for the perfect opportunity (the rest of the party shopping), steals a hidapipe on the way out because that's what she does, she calls up Tyler, who either lives on Dezo or is there often (as evidenced by the town of Tyler in PSIV), they meet up, do their thing, Tyler and Shir go through the spaceport together (because Shir isn't strong enough to do it herself), they hop in the Landale (the same one that was buried under Tyler's grave and that Chaz and company found 1000 years later), and Tyler drops off Shir at Paseo.

But why would he not drop her off on Dezo again..? Hmm... Perhaps Rolf's bed is more comfortable than the one on the Landale..?

Shir goes to Paseo because she's a bitch

Seriously, she lives on Mota, so maybe that's why. Or maybe they don't sell condoms on Dezo.

What does that tell us about Dezolisian physiology? Probably there is also a distinct lack of romantic restaurants on Dezo...

Well, the people of Dezo are seemingly averse to new technology and stuff like that, and are seemingly centuries behind Palm and Mota technologically...so perhaps condoms just haven't reached there yet, or maybe they have religious beliefs that prevent the use of any form of contraception.

Or maybe there are an equivalent contraceptives, but the Dezolisian genitalia/endocrinology are too different from Palman for them to be compatible.

That is entirely possible too. I don't think there was any interbreeding between the natives of different planets (I could just be drawing a blank, though).

I don't mean natives of Palma living on Motavia or Dezolis...I mean native Motavians/native Dezolisians having children with native Palmans.

That sounds entirely plausible, though I'd be open for the idea of inter-species romance, at least in the post PS2-era (my impression of the PS2-era is that it is very Palman-centric and overtly repressing of other species (Motavians in particular), and that society would have a hard time accepting inter-species relationships). Romantic relationships needn't be sexual, after all.
That being said, I like the idea of Tyler and Shir having taken a liking to Rolf's government funded luxurious bed!

The plight of Motavians reminds me of the plight of Native Americans or Aboriginal Australians (take your pick). White people come from elsewhere (Europe/Palma) and just take over. Kill them off to the point that there's hardly any of them left, kill off their culture, etc. Even by Phantasy Star IV, the only place with a lot of native Motavians is Tonoe (and ostensibly Molcum before its destruction).
The people of Dezo had much better luck in ensuring that their culture would be saved - first with the influx of Palmans in Phantasy Star I (people who they deeply mistrusted and didn't like), then their reluctance to allow Mother Brain to have any influence.

Sega either forgot to address this problem or there wasn't enough room on the cartridge to address it.

I seem to recall an interview (with Kodama?) saying there were plans for exploring the oppression of the Motavians PS2, but it was struck for budget reasons. Pity that. A little bit of it resurfaced in Amia's Adventure. I'll see if I can find the interview.

The oppression of the Motavians (and their fear of the "white man") is a theme throughout - from the N.FARMER saying "You thief!" when you use the talk command in PS1 to one of the merchants in Tonoe being scared of Chaz in PS4.

Yeah, but there were (as I recall) more detailed plans for what in the end became the Roron-part, ending in getting the scooter.
