Phantasy Star Generation 2: Can't get Jet Scooter from Roron

[bloads]

Not sure what i'm doing wrong here.

I've talked with every town person in every town.

I've talked with the 'governor' and librarian in the big city building in paseo, multiple times

I've talked with every Motavian inside Roron, countless times.

I can't get the jet scooter to appear! Yes, i'm playing a game in japanese, and no, I can't speak it, so maybe I'm missing something obvious due to that.

GOT IT!

First I had to get a Motavian ring. Start by talking to everybody in Zema, 2-3x each. Find the one guy to talk to in Zema to get an item to go over to Kueri, to give to an item to a girl, who would give an item back for to return. This unlocks the guy who will sell Polymithril for 10,000, right next to the weapon shop in zema. You need to trade the Polymithril to the motavians in roron for the jet scooter.
