Let us recall that the
Drama CD tells the story of Nei-Third and young Rudy/Chaz when he was 13.
Rudy/Chaz lived in the city of Tiria, and the events take place three years before he meets Leila/Alys. His village, Tiria will disappear because the river that ran through it will stop flowing. Since his orphanage went bankrupt, Rudy has teamed up with other orphans and breaks into warehouses to survive.
Rudy meets Nei-Third, a special clone of Nei-Second (Phantasy Star II), because it is within Nei-Third that the subconscious part of Nei-Second seeks to manifest itself. In the form of dreams, she reveals herself to Nei-Third in fragments, like Slay/Rune who recovers Lutz's memory (not through dreams but thanks to the Telepathy Ball item for him).
Nei-Third is threatened by Gene, the artificial intelligence overseer of a Bio-Dome. Nei-Third will be saved by Forren/Wren, but her life is short, because she is one of many clones of the Nei type:
Nei : Moreover, our lifespan lasts only 3 or 4 years.
She is later integrated into the cells of Fal/Rika. Here is the passage that illustrates this:
Forren: [...] This is the Bio-Plant run by Seed. It is the greatest research facility that we have.
Nei: Why? Why is this research continued? [...]
Forren: [...] The reason for that is because you neitypes are our last remaining hope. [...] Without the support of the environmental maintenance system, mankind was unable to survive. Because of that, we thought to quickly create a human race with stronger vitality for the rough environment.
Seed says it in Phantasy Star IV when talking about Fal/Rika:
« She is a product of a thousand years of improvement on genetic information. »

Nei-second's cells and consciousness has been preserved through Nei-third and Fal/Rika. She will continue to live inside Fal/Rika. The interview with Toru Yoshida in the
Compendium page 36 adds further weight to this merger and the desire to keep her :
Yoshida: « I got the feeling that everyone would let me keep her in. I made the tips of her ears black to get away with her. (laughs) »
In the Japanese book
The World of Phantasy Star, we read the following on page 122:
« It was decided that Fal/Rika would not be exactly the same type as Nei in order to allow her to coexist with humans over time.»

Here is the passage from the
CD drama that precedes the final scene in the game :
Nei: No, I'm sure we'll meet again. [...]
Rudy: Well.. then let's make it a promise.
Nei: Okay.
Rudy: This promise... this promise is the only promise that can't be broken!
Nei: Yes.
Forren: Is that so. Shall Rudy return to the town of Tiria? He has come to know quite a lot of things now. Unfortunately, I'm going to have to erase both of your memories.[...]
Rudy: I mean it. I'll be waiting. I'll always be waiting.
Nei: Of course, Rudy. Even if you don't remember...
Phantasy Star Compendium page 55, Fal/Rika with her son Rui (from Rudy/Chaz)
In the
compendium page 55, it is said that :
« Seed began study on how to preserve the human race by improving it. Fal was born under these circumstances, but not just as a new type of human. She was also expected to mix her bloodline with that of a human to perpetuate the new race of humans. »
What is also said in the
compendium page 55 is that « after Rudy's death, Fal joined the Hunter's Guild and became its most renowned Hunter. She raises her son on her own, and the bandana she now wears was a bequest from Rudy. Her son, Rui, is eight years old, though, because of his mother's blood, he's growing up a little faster than usual and should reach adulthood at 12 or 13. »
As you can see, the creators went to great lengths to preserve Nei, even allowing her to live on in the PlayStation II version of Phantasy Star II. The CD Drama strives to be canonical in the history of the series, to be part of the main series, and it does it well.
The link between Phantasy Star II and Phantasy Star IV for Nei was easy to strengthen but it is quite another exercise to project into the future of Fal/Rika and Rudy/Charz.
Of course, Fal's central role and her choice to reunite with Chaz are strong elements that indicate a strong possibility that they are a couple.
But on the other hand, the story of Phantasy Star IV ends saying something interesting (retranslated from the Japanese cartridge) :
« The long battle is over. The cycle of cause and effect that has existed since ancient times has been broken. Souls of those who gave their lives for Algol, rest in peace. From person to person, from era to era, as long as these feelings are passed on, peaceful times will not end. »
We can imagine that with the end of Dark Falz, Motavia will be able to prosper again more easily without the need for a new human race. In such a future, there is no more fighting. Fal/Rika is no longer obliged to get a child for the new human race. Rudy/Chaz is no longer doomed to die because of the return of the forces of darkness.
In the interview with PHANTA! Phantasy Star 30th Anniversary Cosplay Book + Developer Interview Supplement (2017-05-14), here is what Toru Yoshida said about it page 31 :
« Q: Chaz and Rika are said to have a child later on in the guide book, can you tell us those stories?
Yoshida: There are many stories I have imagined after the End of the Millennium and that is one of those stories. It was an interesting image so I drew Fal/Rika and her son, but other than that picture, I have not made any thought for the story. It was a completely unexpected miscalculation that the picture was used in the guide book, and was referred as an official information by the fans. Officialy, Chaz and Rika are together happily ever after... I wonder how many times will this excuse be (laughs) . »
Everyone is free to imagine how the story continues. For my part, a peaceful world where our heroes are masters of their own destiny suits me just fine...
