Rebalance for Gen. 2

This is something I'd be interested in working on, as I think the game has a number of very obvious mechanical issues that could be streamlined pretty easily. I think a few relatively minor tweaks would go a long way, such as buffing slicers, either by improving their attack value or by removing the 50% damage subtraction, improving TP growth across all characters, and revising Nei for post climatrol with more sensible growth and tech learning. If anyone has enough knowledge of various locations in the game's memory to begin looking for these things, it'd be super helpful.
